Industry and Technology Policy
Industry and technology policy is a key research area for the School of Government at Shenzhen University, the SZU Institute of Emerging Industries Development in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and its public administration discipline. The research team focuses on emerging and future industries, including new-generation information technology, new energy and materials, modern biomedicine, blockchain, and synthetic biology. Grounded in the GBA and Shenzhen’s Pilot Demonstration Zone, the team explores strategic and forward-looking policies to foster the growth, openness, and dynamic development of these sectors. Through high-quality research outputs, the team aims to enhance the competitiveness of Shenzhen’s modern industrial systems and support Shenzhen’s goal of building world-class clusters in strategic and future industries.
On September 24, the China-ASEAN Business Leaders Forum was held in Nanning, Guangxi, under the theme “Opening New Avenues of Cooperation, Creating a New Regional Future”. Distinguished guests such as Lao Deputy Prime Minister Kikeo Khaykhamphithoune, Chairman of the Guangxi Zhuang Autonomous Region Lan Tianli, Vice Chairman of the China Council for the Promotion of International Trade Zhang Shaogang, and ASEAN Secretary-General Kao Kim Hourn attended the forum’s opening ceremony and delivered speeches. Laos’ Minister of Industry and Commerce Malaithong Kommasith also participated.

At the forum, Gong Xiaofeng, Distinguished Professor at Shenzhen University’s School of Government and Director of the Institute of Emerging Industry Development in the Greater Bay Area, was invited as a key guest. During the thematic seminar “New Productivity: Innovation and Empowerment”, Professor Gong engaged in discussions with Chen Hongbing, Director of the World Intellectual Property Organization, Thanongsinh Kanlagna, Executive Vice President of the Lao National Chamber of Commerce and Industry, and Liu Ying, General Manager of Huatai Financial Holdings. Together, they explored the role of new productive forces in driving economic growth and industrial transformation, as well as potential opportunities and strategies for China-ASEAN cooperation in developing emerging and future industries. Professor Gong’s clear, engaging, and humorous presentation received high praise and applause from the audience.

With the China-ASEAN Free Trade Area 3.0 negotiations underway and the Regional Comprehensive Economic Partnership (RCEP) fully in effect, both sides are presented with unprecedented opportunities for economic collaboration. SZU Institute for Emerging Industry Development in the Greater Bay Area will continue to serve as a think tank, actively supporting national and regional strategies. The institute aims to provide intellectual support for regional economic cooperation and development, contributing wisdom and expertise to advance China’s high-quality growth.
