On October 18, 2024, the research team from Shenzhen University’s Integrity Research Institute visited the Hong Kong Independent Commission Against Corruption (ICAC) for an in-depth study on the theme of integrity education. The visit was led by Dr. Lao Jie, Director of the Integrity Evaluation Research Center at the Integrity Research Institute, along with Associate Professor Liang Yuqing from the Department of Public Administration and graduate student Lie Ge Yili.
In the morning, the team first arrived at the headquarters of the Hong Kong ICAC, focusing on studying the Commission's successful experiences in promoting integrity education within private institutions. Ms. Chung Ai-Yan, Director-General of the Hong Kong International Academy Against Corruption, and Mr. Wu Jia-Han, Director of the Academy, provided a detailed introduction to the ICAC’s organizational structure and key functions, as well as the Academy's significant role in international cooperation and internal training. Subsequently, Ms. CHAN Man Ka, Deputy Executive Director of the Hong Kong Business Ethics Development Centre, shared the development history of the Center and its main strategies for promoting integrity education within the private sector. She also presented several practical case studies through a video. Both sides engaged in in-depth discussions on topics such as institutional support for integrity education, content development, and methods of dissemination.
In the afternoon, the research team visited the ICAC Regional Office Kowloon East to gain an in-depth understanding of the model and effectiveness of integrity education in Hong Kong’s public sector. Mr. Feng Zhiwei, Coordinator of Public Sector Affairs at the Community Relations Department, introduced the development of integrity building in Hong Kong and provided a detailed explanation of the overall framework, institutional reforms, and implementation strategies for integrity education in public institutions. Ms. CHAN Ka Hang, Deputy Coordinator, then presented the phased progress, core concepts, and specific measures of Hong Kong’s civil service integrity management system. Both sides engaged in a lively discussion on how to enhance the appeal and practicality of integrity education. Following this, ICAC staff guided the research team on a tour of the Citizen Reporting Reception Room, offering further insights into the operation of the whistleblowing mechanism.
This survey received strong support from the Hong Kong International Academy Against Corruption and the Community Relations Department, which greatly enriched the research team’s understanding of Hong Kong’s integrity education system and provided important reference for subsequent research projects.
