On July 5, 2024, Associate Professor Duan Zhezhe from the School of Government at Shenzhen University (SZU) published a new research paper on cadre management titled “Service Motivation under Political Pressure: Exploring Chinese Local Cadres’ Responsiveness” as the lead author in Asian Survey, a top-tier SSCI Q1 journal.
The paper provides a systematic and nuanced explanation of the factors influencing the responsiveness of local cadres in China. Using primary data collected from cadres across 10 cities, the study integrates internal service motivation with structured external pressures to explore the origins of cadre responsiveness. The findings reveal that service motivation, alongside mass media and top-down political pressure, shapes responsiveness at both individual and organizational levels. Notably, service motivation helps redirect top-down political pressure toward responsive organizational activities.
