Academic Paper | Postdoctoral Researcher Zhou Jingnan Publishes in Energy Economics (SSCI Q1)

On March 1, 2025, Postdoctoral Researcher Zhou Jingnan from our School’s Public Policy Department published a paper titled “Energy Value Chain and Economic Impact: Assessing the Role of Energy End Uses-Efficient Design in Reducing Energy Consumption” in Energy Economics (SSCI Q1). The journal is a top-tier publication in energy economics, classified as an ABS 3-star journal. Zhou Jingnan is the first author, with Shenzhen University as the primary affiliation.

The paper aims to study the impact of government energy public policies in developing countries on energy use efficiency and economic growth. Using data from the International Energy Agency (IEA), the paper analyzes the impact of energy-saving technology investment policies on energy use efficiency in 18 Asian developing countries, including China. It also examines, from the perspective of the energy value chain, the stimulating effects of government energy policy design across the stages of energy production, supply, and consumption, including interconnected phases from primary energy to energy conversion and distribution to final consumption.

The study shows that government energy-saving technology investment policies have significantly contributed to reducing energy consumption in Asian developing countries and finds that green credit policies play a key role in energy investments, with these energy public policies promoting economic growth. The study recommends that governments in Asian developing countries introduce incentive policies covering the entire energy value chain, such as new energy investments, traditional energy substitution, and energy-saving technology subsidies, while increasing investment in new energy infrastructure.

Author Introduction


Zhou Jingnan, PhD in Economics, graduated from Shenzhen University’s China Special Economic Zone Research Center and is currently a postdoctoral researcher at Shenzhen University’s Journalism and Communication Postdoctoral Research Station and School of Government. His research focuses on megacity social governance and public policy, contributing to Comparative Studies on Chinese and Foreign Special Economic Zones and publishing in internationally renowned journals such as Energy Economics and Sustainable Development.
