Public Policy Discipline Focus
The "Public Policy" discipline is a key academic focus of the School of Government at Shenzhen University, supported by the Greater Bay Area-ASEAN Research Center and the Emerging Industries Development Research Institute of the Guangdong-Hong Kong-Macao Greater Bay Area. This discipline emphasizes research in public policy analysis, emerging industries and technological innovation policies, and fiscal and tax policies.
Introduction to the International Industrial Cooperation Research Field
China and ASEAN have become each other's largest trading partners. On November 22, 2021, Chinese President Xi Jinping officially announced the establishment of a comprehensive strategic partnership between China and ASEAN, aimed at creating a closer China-ASEAN community with a shared future. To enhance Shenzhen University's ability to serve the Greater Bay Area and the national foreign strategy, the Greater Bay Area-ASEAN Research Center was officially established in August 2021, building on China's earliest Singapore research institutions. The research center focuses on academic studies in the economic, political, technological, and trade fields of the Greater Bay Area and ASEAN countries, as well as practical research on international relations, government dialogues, and industrial and technological cooperation between the Greater Bay Area and ASEAN countries. In December 2021, the research center was approved as a "Key Research Base for Humanities and Social Sciences in Shenzhen." Shenzhen University is committed to developing the research center into a national high-end think tank serving the Greater Bay Area and China's foreign strategy.
On the afternoon of March 20, 2024, the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce held a policy research meeting in Qianhai, Shenzhen, focusing on cooperation between the Greater Bay Area and ASEAN, Greater Bay Area development, and Shenzhen-Hong Kong cooperation. Attendees included Yu Zirong, Deputy Director of the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce; Liang Ke, Deputy Secretary of the Party Working Committee of the Qianhai Cooperation Zone; Wu Baoshui, Deputy Secretary of the Party Committee of Shenzhen University; and representatives from the Greater Bay Area-ASEAN Economic Cooperation (Qianhai) Forum Organizing Committee, the International Cooperation Department of the Qianhai Administration Bureau, the Greater Bay Area-ASEAN Research Center of Shenzhen University, the Technology Transfer Center of Shenzhen University, the Guangdong High-Tech Industry Chamber of Commerce, and Qianhai Customs.

Liang Ke welcomed the delegation from the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce on behalf of Qianhai and the Greater Bay Area-ASEAN Economic Cooperation (Qianhai) Forum Organizing Committee, providing a brief overview of Qianhai's development and progress in promoting international cooperation between the Greater Bay Area and ASEAN. Wu Baoshui then introduced the situation of Shenzhen University and its efforts to promote technological and industrial international cooperation in collaboration with the Qianhai Administration Bureau, intergovernmental international organizations, and international business associations.

Yu Zirong expressed gratitude on behalf of the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce for the warm reception by the Qianhai Administration Bureau and Shenzhen University. He fully affirmed the effective practices of the Qianhai Administration Bureau and Shenzhen University in jointly building a comprehensive international cooperation platform between the Greater Bay Area and ASEAN countries. He noted that Premier Li Qiang, at last year's China-ASEAN Leaders' Meeting, clearly stated the support for regions like the Greater Bay Area to become new growth poles in cooperation with ASEAN. The positioning of the Greater Bay Area-ASEAN Economic Cooperation (Qianhai) Forum aligns well with the strong and urgent needs of enterprises and policies in promoting regional cooperation. The Business Research Institute will further deepen its cooperation with the Qianhai Administration Bureau and Shenzhen University to jointly promote the overseas expansion of China's high-tech industries and high-level institutional open cooperation.

Before the policy research meeting, the guests visited the Greater Bay Area-ASEAN Economic Cooperation (Qianhai) Forum Organizing Committee located at the Qianhai International Talent Port in Shenzhen. In December 2023, the high-level organization of the Greater Bay Area-ASEAN Economic Cooperation (Qianhai) Forum was included in the "Overall Development Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone" formally approved by the State Council.
