From September 20 to 21, 2025, the 4th "Xunshi Cup" National University Student Public Administration Decision Simulation Competition (National Finals), guided by the Teaching Guidance Committee for Public Administration Majors in Higher Education Institutions under the Ministry of Education, hosted by the Chinese Association for Science of Science and Science & Technology Policy Research, co-organized by its Public Administration Professional Committee, undertaken by the School of Public Policy and Administration at Xi'an Jiaotong University, and technically supported by Shanghai Zhexun Information Technology Co., Ltd., was held at Xi'an Jiaotong University.
Under the guidance of Teachers Geng Xu and Fu Yang from our college, the "United Governance Team" composed of administrative management major students Fan Yizhang, Ou Xiaochun, and Jiang Yan represented our university. After competing in three rounds—scheme design, sandbox simulation, and team defense—they ultimately won the "National Finals First Prize" and the "Best Public Administration Scheme Award."
This national finals was highly competitive, with 100 university teams from seven major regions across the country participating. Including renowned institutions such as Peking University, Renmin University of China, Nanjing University, Wuhan University, and Beijing Normal University, our college's students collaborated closely and calculated meticulously, successfully achieving first place in their group in the sandbox confrontation and scheme design rounds, advancing to the team defense round. With solid professional knowledge and outstanding team collaboration, they won first prize in the finals, achieving a new breakthrough for our college's students in this competition.
The "Xunshi Cup" National University Student Public Administration Decision Simulation Competition is one of the important discipline competitions with wide influence in China's public administration field. In the South China regional competition held from May 10 to 11 this year, the team also won first prize with excellent performance, successfully advancing to the national finals. This new achievement in the national finals fully demonstrates the significant results of our college in public administration talent cultivation and showcases the strong comprehensive quality and practical ability of our students.
The "Xunshi Cup" National University Student Public Administration Decision Simulation Competition differs significantly from other public administration-related competitions. It adopts mathematical models and digital technology to construct cases, promoting the integration of technology and discipline knowledge, enhancing students' systems thinking, application ability, and team collaboration. The competition also showcases teaching reform and talent cultivation achievements in public administration majors at higher education institutions, holding practical significance for responding to reforms and innovations in China's high-level composite talent cultivation mode, providing a new platform for public administration talent cultivation.
Our college has sent teams to participate in the "Xunshi Cup" National University Student Public Administration Decision Simulation Competition for three consecutive years, reflecting the college's high emphasis on undergraduate cultivation. In the future, our college will adhere to the "left book, right sword" composite talent cultivation approach, focus on strengthening professional guidance, vigorously provide resource support, fully stimulate students' enthusiasm for participating in discipline competitions, promote students' application of theory to solve practical problems, and serve the construction of the national public administration talent team.
