To deepen the reform of public administration talent cultivation and promote the deep integration of theory and industry, the signing ceremony for the MPA Program in Public Health and Healthcare Management between the School of Government of Shenzhen University and the South China Hospital of Shenzhen University was successfully held in Room B201 of the Shouzheng Building on September 15, 2026.
Attending the ceremony were Xiao Xiangdong, Party Secretary of the South China Hospital; Chen Wen, Executive Dean of the School of Government; Niu Ben, Vice Dean of the Institute of Hospital Management of Shenzhen University; Yang Liang, Assistant President of the South China Hospital; Luo Wen'en, Director of the MPA Education Center; and relevant staff of both parties. The ceremony was presided over by Luo Wen'en, Director of the MPA Education Center.
The ceremony opened with a welcome address by Executive Dean Chen Wen of the School of Government. Dean Chen warmly welcomed the delegation from the South China Hospital. He pointed to the importance of the public health and healthcare management track for the future development of the MPA program, and expressed the hope that through collaborative cooperation the two sides would build an influential platform for training high-level management talents that meet the needs of the industry.

Xiao Xiangdong, Party Secretary of the South China Hospital, delivered a speech. Drawing on the hospital's development, Secretary Xiao analyzed the urgent demand in the healthcare sector for versatile professionals in public healthcare management, and articulated the vision of working with the MPA program of Shenzhen University to jointly cultivate a reserve of healthcare management talents and promote the modernization of hospital management.

Luo Wen'en, Director of the MPA Education Center, presented the overall development of the MPA program, covering enrollment scale and training orientation. Niu Ben, Vice Dean of the Institute of Hospital Management, introduced the current state of medical talent cultivation, training pathways, innovative achievements, and distinctive practices, and discussed ideas for the MPA program in the direction of public health and healthcare management.


The two sides held in-depth discussions on key topics such as joint course development and sharing, the cultivation of the supervisor team, and the building of practice platforms, fully exchanged views, reached broad consensus on jointly cultivating talents and co-building and sharing resources, and formally signed the cooperation agreement on site.


This university–hospital signing marks a key step for the MPA Education Center of Shenzhen University in cultivating talents in public health and healthcare management. Relying on their respective resource advantages, the two sides will advance the integration of medical education and practice, striving to train high-level public administration professionals who possess expertise in both management and healthcare, and to contribute to the high-quality development of public health in Shenzhen and the Greater Bay Area.
