Distinguished Professor Zeng Jingjing Publishes Academic Paper in Journal of Urban Affairs

Recently, Distinguished Professor Zeng Jingjing, a specially appointed professor at our School, published her latest research in the internationally authoritative journal Journal of Urban Affairs: “Municipal Sustainability Priorities and the Environmental-Economy Nexus.” Distinguished Professor Zeng is the first author, with Shenzhen University as the primary affiliation.

The paper thoroughly analyzes the decision-making mechanisms for policy priorities between economic development and environmental protection in cities. It finds that although economic development is typically prioritized by local governments, cities are more likely to balance economic and environmental goals when environmental interest groups are active, public participation is high, and regional collaboration is strong. The study reveals the Political Market Framework (PMF) behind policy priority choices and emphasizes the critical role of local government institutional structures and societal pressures in promoting urban sustainability. This research provides theoretical innovation and practical insights for urban sustainability policy formulation and implementation worldwide, highlighting that economic and environmental goals are not simply a zero-sum game but can be advanced synergistically under effective governance structures.

Journal of Urban Affairs is a globally influential academic journal in urban studies, ranked in SSCI Q2, focusing on cutting-edge research topics in urban development, policy, and social issues, covering areas such as urban planning, community development, and urban economics. Published by SAGE Publications, it enjoys wide academic influence and recognition in the global urban studies community.

Author Introduction:

Zeng Jingjing, Distinguished Professor at the Shenzhen University School of Government, doctoral supervisor, and chief expert of a major National Social Science Fund project, specializes in public policy analysis and science and technology innovation policy research. She has published over 80 papers in authoritative domestic and international journals, including Policy Sciences, Review of Policy Research, Public Administration and Development, Journal of Risk Research, Journal of Urban Affairs, Energy Economics, Energy Policy, Environmental Education Research, The Journal of Technology Transfer, Chinese Public Administration, Public Administration Review, and Journal of Public Management.
